It's not the right place (this is for model requests) but i'll answer, use The Gimp (free) or Photoshop (not free) to make the images, and Sprite Explorer to turn them into sprites.

Can anyone make a SSJ3 goku model, but not just an ordinary one. Can anyone make it with lightning (just like in EVM ), so while you play him, theres lightning just circuting around you.

I have an original design i had nocked up by an artist i met on verv collective(althogh not copyed they are based on charecters) i would like to see him and one other made into decent models.
