By father, they meant they gave birth to him through their magic. Buu is male since he was most likely made that way.

He has standard Konoha equipment about him. Such as the dark blue turtleneck, green vest with swirl on the back, matching dark blue pants. Bandage strapped shins with the standard sandals. The only thing custom about him is the jacket arrangement and forearm warmers he wears. Think Kakashi, but with this head, forearm style, and jacket and you'll have some rough idea.

I'm stumped, I don't think he was in the show with this outfit, maybe the manga, or maybe just a card game exclusive, but if you know of any other pics of him in this outfit could you please post them here .

That must've been done by the card artists, he never wore it in GT. I guess you could make the head and stick it on an existing Adult Goku/Adult Gohan body if you have one. The artist kinda got the hair a bit wrong, it's too slicked back, it should be more vertical;
