Would be great if you could be more specific, if I'm not mistaken steam.exe should re-download steam.dll if it is missing. If that doesn't work, re-install Steam.
Uninstall Steam, and delete all references in the registry. If you do not know how to do this, or don't wanna mess with the registry, find someone you know who knows what they're doing. Then try a fresh install of Steam. Should work.
