You can't transform while swooping, I think you might be able to descend I don't remember exactly, while hitting people, yes.

I wouldn't mind it either, would actually be fun.. but only after "super saiyan" or whatever has become an easy transformation for the character..no use in screaming and looking @lightnings whilst transforming.
