The code makes sense in the context of the theme Hibiki. It's a Matrix wallpaper, and the tiny code is the Matrix. I still don't like the lightning, it's not.... digital enough. I also agree that the text still needs work.
The text is Japanese, though the characters are backwards (if the right side is up). As far as I can tell it's a nonsensical line repeated many times. Which would make sense I suppose since it's supposed to be encrypted. Though I must confess my Japanese is a little rusty.
Binary might be an interesting texture to throw in there somewhere, and this is one of the few instances where scanlines are actually appropriate. Perhaps a whirlwind of 1's and 0's to follow that "storm" idea.
