they said that it would take a few days after the linux release for windows to be released

they wanted the dedicated servers to be ready for the release of beta 1.1

People with windows can join servers that are running with a Linux OS. thats why the released the linux dedicated server program so everyone who has linux can get a server going for the windows release.
