Kaination, reading a few of your previous posts you have mistaken safe mode for not being necessary. Firstly, if it doesn't happen in safe mode (which most likely it shouldn't), then it makes things easier to repair and less frustrating since you don't have a pop up popping up in your face every 20 seconds (from Vegeta's analysis of the problem currently). Secondly, reformats do work in the sense that if any serious damage has been done to the OS itself or various attempts and ways of fixing different issues have failed, not to mention if you have everything backed up the and now how to do it the process is fairly simple and offers peace of mind. Thirdly, a format and a reformat are essentially the same thing.
Again, don't feel offended or insulted by my post, just stating facts, pros and cons and different methods/solutions for fixing these particular types of problems.
Generally, when I am servicing a computer for someone and they have got malware/spyware/adware/viruses/trojans etc and noticve any serious or odd behaviour with the system, or the user tells me different details of his/her issues I will go through and try to get the system fixed by all/any means possible.
Boot into safe mode for starters (by pressing F8 before the windows boot up screen). Scan for spyware/malware/adware using Ad-aware, Spybot search and destroy & lastly hijackthis (do a scan + log and post the log on a security focused forum). Also consider getting spyware blaster and use it to protect your system. After that reboot windows and start windows as you would normally and see if the same or odd behavior, and all else fails try using system restore and restore your system to a point before this all started happening, and if that fails in attempting to fix the problem backup your data and be prepared for a reformat.
