ESF server without steam.

Hi. i was wondering if you guys knew how to make a ESF server without steam. I mean when players connect they do not get the steam valdation rejected message.
i wanna do that because im trying to host a server, but no one can join beacuse most of the players do not have real half life client.

Then, may i ask somthing else? I hosted a server succesfully , but got one problem, I installed the normal esf 1.2.3 client then installed rc2 package on top of that. iI got goku up to ssj4 and the vegeta character to. So when i try to transform into ssj4 it wont work. and i meet requirements to transform but it wont work.
