Okay, Wangster-Make sure you're running Windows XP. But, if you are and still can't do it..
I've found another way, just for you!

Right Click the icon for 'Control Panel' and hit "Manage."
On the right of that screen it should say "Services and Applications." Double click it.

Then double click 'Services.

There should be a long list. Find 'Messenger.' Double click it.

Turn STARTUPTYPE to "DISABLED" and click STOP on Service Status.

Tada.

I know exactly what Alea is talking about, a guy on my network at university abuses it and spams everyone on the MSHOME group with literally hundreds of those "Windows Messenger" popups, I didn't know there was a permanent solution, I was resorting to start/run 'net stop messenger' everytime I turned my computer on., thanks for the tip.

Any particular reason to revive an ancient thread?

I'm actually surprised that everyone and their mother doesn't know this..

Woah.... that's the weirdest thing I have ever seen, cause this thread showed up on my page 1 so I didn't even think to look at the date. ...... I apologize.

It's from the poll, someone voted on it and that causes it to become "active".
