why is there lan server in steam?????

why when i created a server and my friend cant join because of this error :
error in connecting to LAN server (class C) , can anyone tell me how to make it a INTERNET server?

Go to Multiplayer then Internet Games then Create the server

Guess there is a better way, but type this when you made the server in your console:
sv_lan "0"
