A supply creates a demand, and a demand creates a supply. There have always been people willing to use force to accomplish their goals, and desire the
most lethal weapons available--the more lethal weapons available, the more danger there is.
If there's an insane person who wants to kill as many people as possible, yet the most lethal weapon in existence is a knife, he's not going to be able to kill as many people as say, if he acquired a nuclear arsenal.

Well, it's not so much that a lack of technology PREVENTED flourishing, but the discovery of the cultivation of Rice(a technology) led to the booming flourish of eastern Asia. There's many such incidences of a technology causing a society to flourish, but more precisely what you said is "lack of technology never prevented humanity from flourishing." Partially true.. Humanity was severely limited from flourishing in it's purely gathering stage. With no tools to hunt, I imagine humans were quite vulnerable, and perhaps wouldn't have survived without tools/weapons.
Finally, to reiterate for Hibiki--You are both right and wrong. The existence of a weapon is not what causes people's desire to use it, however it's human nature to want the 'best' of something available. The quickest, most efficient way to accomplishing your goal.
If you want to kill a massive amount of people, you're going to aim for the most lethal weapon available--which is currently fission-based nuclear weapons. If they didn't exist, people would aim for biological or chemical weapons. And if those didn't exist, people would aim for conventional explosive weapons, and if those didn't exist, people would aim for conventional guns, and if not those, the finest swords, the finest bones, etc..
People will use what is at their disposal, and if it's not, and they know about--they'll try to get it.
