Actually, I didn't start understanding it until like the 3rd time through. Should read a synopsis about it.

Geez, you NGE elitists...

I can safely say I've seen all of NGE, End of Evangelion, and I completely understand it (heh, it took some work though)... and I don't think it's the best. The animation was good and the plot was intricate but I found the action to be bleh, most likely because the angels themselves were highly bleh, and the whole thing was an angst overload (not as bad as Rah Xephon at least.)

It'll always be a classic, but never #1 in my mind!

It's not about action. The creator of the series has been quoted saying:

"The series isn't about the coming of the Angels, it's about Shinji."

They just push the plot forward.
