Wel pull more polys onto the hair and make them more detailed ... also the chest-/titsarea seems very unflown. The Neck could be abit more smoother. Watchout the lil drawover i gave you. Otherwise nice. The polyscount seems very low for a hl2 mod.

TryForce's right, try to put more polies into the hair and definie them more, do something with the cloths on chest, vegeta has clothes very close to body, but the effect of it should be made with skin not with model. Arms are too big, there are bigger than muscles on leg, come on make em less buffy.Upper legs are too tiny for me, make em more defined... I don't know... torso is probably to short... but try first to make arms less buffy, than we'll see...
If you really want clothes to be defined by muscles you have to make whole body more defined not only the chest but also torso and legs...

Good start, use my hints and we'll see... GJ man

EDIT: Can you show wires and face zoom??

The arms seem a bit too long.
And give the hair it's own smoothinggroup and get rid of the smoothinggroups under the chest, looks weird.
Then give the eyes differen smoothinggroups, and pass the model on to me so i can render it =P

The arms seem to be a little to thick, or make the legs thicker.

And give us a side view, seems something is with the hair, but not sure, amd try to smoothe that chest, and define the middle more, by adding a belt.

Other then that, it looks like vegeta. :)

but as you can see.. your model dousn't match your ref.. zo you need to fix that..
the arms look good to me.. the face and hair needs some work..
but the model has a good start.. keep it up :D!!

Dunno how much it will help, but i did a quick sketch of his upper body, dunno if its accurate to the anime, but it seems to be anatomically correct.



Not great, but it should help a little bit with proportions.

I think his legs should be straighter, my point is that:

His legs start off going 45 degrees (if a line was drawn in the center)
Then, while his legs are still going, they bend inwardly
