Valve divided Europe into three Tiers. Tier 1 pays the most, Tier 3 pays the least.
Tier 1

Tier 2
Bosnia and Herzegovina; Bulgaria; Croatia; Cyprus; Czech Republic; Greece; Hungary; Italy; Malta; Monaco; Montenegro; Norway; Poland; Portugal; Romania; San Marino; Serbia; Slovakia; Slovenia; Spain; Vatican City.

Tier 3
Estonia; Latvia; Lithuania.

Some game price examples

Team Fortress 2
Tier 1: 19,99€
Tier 2: 14,99€
Tier 3: 11,99€

Tier 2: 22,99€
Tier 3: 17,99€

I've stopped buying games from steam because of this utter and total bull****.
right now, frequently, it's about the same to actually buy the game from the store, so that's with the CD and manuals and what not.

I thought steam was introduced to reduce the expensive middle man.
Turns out that's a load of bull.

Seeing as how America isn't part of Europe, they're not in any tier.

But lucky for some Europeans who get lower prices. Vatican city? Really? The pope plays TF2?

I think I'm off worse. L4D costs £26.99 for me which converts to around €32.

But wait, why did Steam do this in the first place? It seems kinda pointless to me.

What a load of bull****, just because we live in 'wealthier' countries, we have to pay more. Well...I guess it's like that with pretty much anything.

When it's not in some bundle or in some weekend special, stuff on Steam is seldom cheaper than what I can get in-store, here.

Generally, it comes down to where the exchange rate is at for me (as Steam doesn't convert prices to Canadian Dollars for Canadian customers); when the US and CDN dollar are nearly at parity, then it's usually cheaper for me to get something from Steam. When they aren't, it's a call between whether or not the exchange rate will bring the price higher than the GST and PST that I'd be paying at a local retailer.

Well, for me, usually Steam has the benefit of availability. Not everything you want is just sitting on a shelf at the local store ready for you to pick up. It may be obscure, it may sell out fast, may have to order it and wait, I also have to face the inconvenience of a massive mall packed full of idiots with no sense of direction or etiquette.
Its bull what Steam is doing with their prices, but one thing they have going for them is the fact I can get what I want at any moment. Sure that convenience may not be quite worth the price jumps, but its not really that much money at the end of the day. I probably wouldve wasted the savings on carcinogenic junk food anyway.

L4D $100 on shelf $40ish on Steam
TF2 $50 on Shelf $30ish on Steam
