512x512 is the biggest for HL I believe, and just try to keep it 4 and under, although I don't think there is a limit for skinmaps, or at least I havn't ran into that problem yet.
skinmap dimensions have to be multiples of 2 (64,128,256,512) to work in Half-Life. No limit on number of skins, but more than two skins can become a bit of a strain on the program.
