All I know about this problem is I had to get a new operating system to fix it (did this error on windows 2000). searched for weeks on tons of forums and no one had a fix. I believe if you have xp and get this problem you need to remove the QoS Package schedueler in your network adapter's services.
This is all I know about it. you could try it I heard thats how you fix it but I never heard it had anything to do with your internet connection..I could be wrong.
