You have to go through a portal and do a story quest to get special skills, like Power-ups. There should be one near the starting area around those Oil Rig things.

Thats odd, it shouldn't update everytime. Just let it do a full update once, then do a Check by clicking the upper right tab on client, that will make sure you have every file needed. After that use the English Patch.
