The melee should last longer instead of punching for few times and then both players gets knocked off. They should only get knocked off when one player threw a successful strong attack. In this way more people will use medium and light punch. During a melee battle, there should be some special effects like. More fast punching actions, with the teleporting here and there automatically without controlling the teleports. Longer lasting battle is the point. Many people spam throws, and charge forth punching the enemy for 12 times and than charge ki and do that again.
