what's the best file converter program for wma, mp3, mp4, wav files? if i have a wma and want to convert it to mp3 format, and vice versa

i got this wav file i made for vegeta's final flash...it sounds awesome and i got it to work on esf...only thing i can't seem to figure out is after i shoot a final flash the wav will keep playing even after the beam hits something...the wav file only stops when i charge up another final...
