Does anyone think that there should be a Video Game Review section here?

I'm looking for a game that is much like GTA 3 & 4 (Free roming/walking game), but you are a cop in it and you have to arrest people. I guess much more information is not really needed. Much appreciated :).

do you need half life to run the game because im not to sure if i can find it.

Please help me , i cant crate a local game server.When i try to start a local game,the game starts loading but stops on half and nothing.I can only start a local game server when i make max players 1.But when i do that i cant play i can just look around.Its ****ed up.Help plzz!!!
