what is the best lvl editing software for hl? from a newbie editor:scared:

i have insert the hullfile in the tools directorie and add this command line into the bsp section "C:\programme\valve hammer editor\tools\hlbsp.exe -hullfile hulls.txt", but ist doesnt work. plz,help!!

I know that i can create a map, but i need to download an editor for it, i searched for it but i cant find it, can you tell me where i can find it?
