If 17 was wished back, why wasn't 16?

I think it's just assumed that he is wished back, but they don't show him.

17 was wished back. They even said it that everyone killed by Cell returned to life. I'm guessing Android 16 came back too. Go take a walk into the forest and see him raping the **** out of a deer. The birds pecking his ass and youll see the squirrels licking his ****

Ultraq, 16 won't come back in a later saga....he doesn't appear in GT and after GT DB is finished!
and i also think that 16 couldn't be wished back, because he was a "pure" android, not like 17 & 18!

where did i say that 16 came/will come back to life? i was talking about 17
