Swoopdust file problem

Hi. I have a problem with the swoopdust file. Since i download it and tried testing it to see if it works on ESF ECX it doesn't work, no dust no water effect is showing. Just only nothing I see. Where do I put that plugin file?

I assume its a .amxx file right?
Well we have the same plugin for our project WoD.
For us it worked out well but the sounds are still there.
Also we have fixed that issue in WoD.

Just put the file in the folder core/plugins/etc.
Just to be sure restart steam and it should work fine.
