You're right. Beeing able to do it that fast must only mean that he mastered it already. But it also makes me remember gohan's ssj2 transformation. Now, that was a controversial transformation:

In the end of one episode, Cell destroys a-16's head, making gohan go mad, and as you can see, his transformation is made in an instant, and still, its his first time. 2:45 - 2:52

BTW, this has to be one of the best moments in DBZ.

And when the next episode begins, it's completely different. He is still in ssj and takes forever to go ssj2 3:08 - 5:52

So how is it? First time SSJ2 transformation....is it instantaneous or does it takes forever?

Acording to Goku. New forms take a while to get used to. Hence him taking so long on SSJ3.

So the same applys to SSJ2

So you see even after he went SSJ a couple of times it still took longer to transform. But his SSJ2 trans was allmost instant. So that means he allready mastered it. And he certanly didnt do that after going majin.
Thats what I was trying to point out. SSJ2 Vegeta was still not powerfull enough to deal with SSJ2 Goku, but Babidi provided the needed boost.

The ascencion sequence is shortened purely as a strategic move to keep audiences hooked.
After that they decided to make it longer (as DBZ tends to do this a LOT) to show Gohans explosive emotions and thus make it look like a very powerful and time-consuming transformation.

But still, best moment in DBZ. Period. Then final flash, second best moment. <3

Thats what I was trying to point out. SSJ2 Vegeta was still not powerfull enough to deal with SSJ2 Goku, but Babidi provided the needed boost.
Vegeta wasent powerfull enought because Goku allready masterd SSJ 3, and Notice the power of SSJ 3 but he did not know what was it, he tought it was still SSJ 2, so the majin part is to make him heartless to be as it once been before a true Saiyan

On Topic

Super Vegeta was similer to USSJ speed to low and it's only been used once , since SSJ2 was used a lot of times ,SSJ2 or Majin is similer

It takes a long time to transform to a new Level for the first time. Thus Goku going SSJ the first time and going USSJ.
