Some help with a "console" command

I know there is a command to execute commands on someone else's console (if you are the admin of the server of course).

But does anyone knows the command(s) to do so?

it's an AMX mod ... search there an you should be able to find it

HL is smart and doesn't code such a thing ...
it's kinda UNFAIR to set mouse-sensitivity, unbind all keys set video-quality or set him "autowalk forward"

I used to be able to do this on thegamezone server, but that was a long time ago and i didn't knew exactly anymore how to do it until now ^^ , ty.
