You saw Evolution Mod, an unofficial add-on using AMX_Mod for Half Life. It adds crappily made additions such as SSJ2/3, Kaioken, etc.

But it's in Beta, and you can't try it.
Try doing a search for 'Evolution Mod' and see what comes up, if you need more information.
