There's a few units space between the water and the ground brush underneath it in the esf_gero map, you can run around normally under the water when you touch the bottom, and there's obviously no air restrictions.

Underwater...

But on the seabed...

not only on esf_gero. i also expirienced that when i tested my own maps. i tried to get rid of that by changing the waterblock in hammer but its no use. i think its a bug in the esf code

I'm fairly certain this is a bug with the ESF code and the modified hulls.
Try doing this on any map with enough water, it should happen every time.

Yeah just made a little test map, 0 units between the water (!Texture) brush and the solid brush, and I could run around underneath the water. Tried again using a func_water brush but the result was the same, this is a bug in the code.

Yeah, they had this bug ever since 1.0. It's been reported before though, so they should know about it.
