You have to look at it as this certain character had the strategy to beat this certain character, but this character's strategy didn't work against another character. Some characters will not as be as strong as they are portrayed or some characters lose there strength or strategy fighting another character. When you first watched DBZ, you couldn't predict anything (unless you had previous knowledge) so that made the anime interesting. You would think "hey, if this guy can beat this guy, then he can definately beat that guy"
and then... your assumption would be proven wrong, adding to the entertainment value. Most people hate dbz these days just because it's a fairly old anime. Naruto is new, so i guess you can't really compare them in the aspect of plot strategy. You can compare them on character development though, which has Naruto far ahead. There both good animes imo, so I think you can compare them each on how good they are as well.
