I think the starting PL of those in the game should be customizable as a server setting.
Also, it'd be cool if the Trans. Power level that had to be reached would adjust according to the max number of frags on the server. For example, it would take someone less time to transform if the server had a fraglimit of 10 as opposed to having a fraglimit of 30. I think Bid For Powre incorporated this.
If the fraglimit is 0, leveling up can stay how it is right now, or a Starting PL can be declared by the host.
