you can skin it or model it,your choise.for the modeling i would use a plane and edit into a strap.

well thanks for the pic,it did help a bit.*edit*,forgot to ask,would it be better if i skinned it on?or should i model it on and skin it like that?

Model, then skin it. It will give it depth, where as skinning it, it would look like a strap, but from the front, it would be flat.

the downside to modelling them like that is, they are virtually impossibible to animate without them clipping back into the body

hmm what i would do is cut out the shape of the straps onto the body and the extrude, that way the straps cant clip as its a part of the model and not hanging loosely on thin air
