i dont think that HL.(mdl format in particulr) supports any skin effects, emission, specularity, etc,

closest thing you cold do is give it a chrome texture, but that wouldnt look that great

by the way, his arms arent attached, look at the pic of the trans, his arms arent attatched

its buu :S

Notice the mouthblast, and the Candy attack, he just made it so it comes from the hand.
