LCD Monitor Recommendations

It seems that only after about two years, my current monitor is becoming damaged, though I have no idea how. The only two things I've noticed is that in the top-left corner of the screen is cut off, and that there's some kind of damage to the screen across the top of the screen, though it's hard to see.

Anyway, I'm looking for a 19 inch monitor.

The higher the contrast ratio, the better. The lower the pixel response time, the better. Try to look for specifications that detail the response time as GTG. GTG, or gray to gray, is the lengthiest of color transitions for LCD monitors, so you want the quickest (or lowest number) you can find, like 4ms (GTG).

The only problem is that it's pretty pricey, though it looks like it's a good quality monitor.

What would be considered a good/decent contrast ratio? My current monitor has a 450:1 contrast ratio.
