How do you make a potw thread?

Generally it's posted by the first person who notices a new POTW on the main page. There have actually been a few times where two people have posted one within minutes of each other.

its not their potw. Every Sunday/Monday someone from the team will upload a new picture here http://esforces.com/ , so whoever founds out first, will create the potw thread. Its like every thread but with an option enabled so you can see the "latest potw" green thing.
