Theres phpBB, IPB (the ones you know of).
There are also Burning Boards (Something like VBulletin, you can get *a* version for free, but I'm not a fan of it), also Ikonboard (from the creators of IPB, runs on CGI instead of PHP).
There's YABB (Yet Another Bulletin Board), you see alot of free forums set up with this, its very plain looking and extremly easy to install.
Thats about it that I know of, I know there are more but most are probably not worth using.

I said you can get a version for free. Their most current version costs money, but you can get an old version for free (Like, I think there into version 2. something, and you can get version 1 for free)DJ-Ready said:BurningBoard isnt free >_>

I don't know the exact details, but overall its not worth it.
The best, free bulletin board is Invision Power Board. Period.
