No, I didn't buy hl yet. I don't have a credit card right now, and paypal is banned in my country
after seing esf demo 1.3 I decided to purchase hl in upcoming days.
but isn't there any way to play esf 1.2.3 online without steam?

In the old versions, yes. But newer versions are not compatible, which means you are required to get use steam. I'm afraid we don't support people though that don't have both steam and a valid legal version of Half-Life. (through steam)

Besides the WON master server is down so only direct IP connections work with that. Where STEAMS master servers are up and the server finder works perfectly ^^
