Error with install...

could have been an error when you were downloading it, only thing i can suggest is downloading it again

Counter-Strike is also a mod for half-life just like ESF is. If you are refering to the retail version of Counter-strike where half-life is not needed. From what I know you can not play ESF through the retail version of CS.

Yes you can play it on cs retail, when i lost my old halflife i bought cs retail and esf works fine with it
