try using a strategy guide, i would tell you but the game was so short that i didn't even bother tring to remember any thing. www.cheatplanet.com should have a strategy guide for it.

23. From Apartment A, head northeast and enter the Mayor's Home now, which
is unlocked at this point. Once inside, look around and you'll not only
find the Golden Capsule, but the Apartment B Card and a Namekian! (This
will be noted in the Side Quest/Mission, Find The Seven Missing Nameks And
Return To Capsule Corporation, so don't bother going there, since you can
get him right here. Talk to him and he thinks he was forgotten, but he's
happy the Mayor let him stay here and thanks you and leaves, giving you
another Namekian found. Also, the Apartment B Card is in the Treasure
Chest.)
