When you create a server allways check the IP. If the IP you see is shown as the one you posted above, then your router or something else is forcing the LAN IP onto the game. So unless you figure out whats doing that, you wont be able to host. For me it was the router itself. When i switched that out, i could host games with no port forwarding again.

In the worst case you can try to set your computer to DMZ mode and see if the server works then. But remember to put it out of DMZ afterwards as its risky to keep it like that.
