Can I play with bots on a dedicated server?

Okay, I created a dedicated server. But when I join it, the game is Free Fight and I can't add bots. Is it possible to play with bots and for the game to be Team Mode? Because I have a friend who is a total noob and I always own him when we play on LAN, so he really wants the two of us to fight a bot. Is this possible on a dedicated server?

Sure can. The bot menu you see when normally playing is just a frontend for commands issued to the server.

Either type these commands directly into the HLDS console, or establish an RCON password on the server and issue them through RCON.
