Blocking Meter

I was thinking that a good way to deal with the people that do nothing but sit there and block is to add a system that makes it were you can block but when you are blocking the more you get hit with a melee attack the weaker the block gets so it causes the you more damage

I don't think so. If someone really does nothing but to block, he can't survive for long, so it doesn't matter. Somehow the block does get weaker anyway, since you lose energy.

lol you have a point, but now i have a new idea! If you have played smash brothers you know what im talking about. You can block and being hit wouldnt take any damage , but the more you get hit the shield weakens until the player breaks the shield(lets say that takes 3 hits) then when the player breaks the shield you get stunned and cant attack for a ceratin amount of time.
