As I mentioned earlier, the problem with cooldown on certain attacks is that you're free to use another one at no penalty - which removes part of the risk/reward. I understand where you're coming from, but it wasn't terribly successful in EVM.

If cooldown's going to restrict the time between having beams fired, why not just stick with the ki cost? If powerful attacks were cheap to use, you could just fire one, then go in with melee. You wouldn't have to worry about managing your ki at all and could fire another big attack as soon as...
