He is using Windows 7, with special software to get the bottom menu bar. On top of that, he is using the windows 7 widgets (if I'm not mistaken) to get the avatar + HDD information at the top right.

OS : Windows 7 Ultimate 32 bits, software for menu : rocketdock. Avatar: its with picture i have no find any windows gadget for avatar. and hdd info gadget.
