well are you making a decated server? if you are just click on make server decated at the create game page 1. if ist a normal server that you wish to play on it shuld work if you name the server and choose a map and has more than 2 players

If you're using steam you have to open :

UDP 1200
UDP 27000 to 27015 inclusive
TCP 27030 to 27039 inclusive

Lies!!!!

You ONLY have to open UDP 27015

BUT!!! there is more you have to think about.

Create a server. (listen, or dedicated; depends on which one you are running)
Get your tcp/ip. It sould be in a similar format to this: 192.168.1.XXX:27015
That is what IP address should be (on your router) that your port forwarding goes to.

Note: the XXX changes depending on number of people, so just check it everythime you do it with diffrent people.
