i know what going on here!!!!

the models look messed because you changed their names to different characters eg. Krillans model is now gokus (hence why the are all doing the spirit bomb) because they are not the same size they have to be streched so they look mad.

Locked models isnt bugged either because locked models means they only show the models u have on your comp and dont download other peoples models. Since your models are messed up then thats all it can show.

Yeah, download the Half-Life Model Viewer and look at anyone's model animations. Look at the animations for attacks they shouldn't have it looks just like that.

After searching thru the server logs it turns out Lock Models was off.
