After you mastered it, it will drain your PL incredibly little. You can ALWAYS RECHARGE BACk.
btw when you go SSJ2 and SSJ3, there should be some , ELECTRICAL effects, the sparks, when turboing or recharging. FOr SSJ3 there should be those sparks when you just transformed, even if you are doing nothing there will still be electrical effects.

I still don't like it, I think its draining way too much, Unless you have a power level of less than a million will a ki blob from a 30 million Goku kill you in one shot. A perfect transed Frieza (for example) will not have this ki draining thing (as stated by dracoheart) these two will have power levels of lets say 30 million the Goku will be able to use only a few energy techniques before having to charge during this time the Frieza will only be say halfway, whilst Goku is powering up Frieza can easily catch him and whack him pretty easily. Even if the Goku gets a few hits with his attacks, the Frieza who is at the same power level will only take average damage and will not be killed in one shot by a ki ball. The numbers definetly need to be reduced but the idea is a good one.

As I said, I will leave the energy draining to be balanced by the team. But, even if you mastered the form, it will still dragin energy, but incredibly LESS/LITTLE.
As for the turbo+e recharge, its a great idea. For example, in normal form, you press e+turbo, your recharging rate is still the same, no change. But for the saiyans in any of the SSJ or higher forms, when you recharge by pressing e and with the turbo on, it will recharge slightly faster. That is abit to the realism in the DBZ series too. This should only apply to the Saiyan Race characters. Since Frieza and other non saiyan doesn't have the energy drain in their form, this e+turbo will slightly improve the advantages to balance out the transformations on saiyan and non saiyan.

*Saiyan Race characters* = Normal form recharges as normal. SSJ and higher form recharges slightly faster with turbo on. Transformations drains energy.
*non Saiyan characters* = All forms recharges as normal. Trans doesn't have energy draining.
