I think the reason it's just teenagers is due to 2 things.

1) Babies and Children dying would be morally unsound to the general public and disliked due to the fact.
2) Older adults almost always either deserve it, or die fighting in a cool way, making their deaths less scary.

I am actually seeing less teenaged-oriented horror movies, but besides that it sells tickets, the archetype of the 'rebellious and curious teenager' seems to fit horror movies well.
