300 € will buy you a decent office PC, maybe event a basic HTPC. Nothing more, nothing less. Sorry. Save some more, with as little as 100 € more, the options are getting way better.

Keep saving, if you're looking for a gaming rig, sadly 300 just isn't going to cut it. Be sure to check for sales online, normally big holidays = sales.. so keep saving up, soon enough you'll have enough money if you spend it wisely to get a low - mid range gaming rig.

So, save for 8 more months and you will have 400 ;)
Baaja , if i keep saving more , when school trip comes , il probably pay it all , so i better use money now xD
Also , my old PC is getting yes 8th year of work soon

Macdaddymario:
I dont think that 400euros is low for nice gaming PC , i mean , you get 1GB Graphic Card , nice processor , about 8GB RAM , 1TB HD , its not bad , its awesome to be honest , if we are looking at my current PC:
AMD Sempron 3100+(was 2800+)
RAM 1GB(2x512mb-was just 512mb)
Graphic Card: Asus EXTREME AX550 Series(gaming graphic card , that can run most of the current games)- such as Spec Ops , LoL, Archlord , Flyff , S4League , COD4 , CODMW2 etc etc
The only problem is that freaking games start to ask for ShaderModel 3.0 , and my GC supports 2.0

Well, it's up to you to save the money and keep it.
And no, 400 € is really the very least you need to get anything that can barely run games. Also, the amount of graphics RAM is next to meaningless.

I don't see how saving relates to your country being poor or rich or on the moon. If you cannot keep yourself from spending your saved money, it's entirely your fault. Sorry, but that's just how it is.
If you buy a PC now, for 300 €, it'd be a total waste. You won't be satisfied. Don't do it.

I wouldn't say it would be a waste, he could just start upgrading bit by bit. I don't think he's looking for top of the range, more just below mid range, which is possible for around 450euros if he's willing to bargain hunt.

I'm sure He could buy a new motherboard, upgrade his cpu and buy some ddr3 ram if his is ddr2. That would provide enough of an upgrade for now. Or he could just buy a better graphics card and a bigger HD with a Sata Cache. That would probably be more helpful as long as his motherboard and cpu aren't too old.
Heck, I've got a 1GB 8400GS hooked up on this, with a dual core 2.0ghz and only 4GB ddr2 ram and I can run League Of Legends, Flyff, CoD4 and MW2 just fine.

Joca, can you hold the windows key and then press R. When the run window comes up, type "dxdiag" Without the "&". Then click yes and tell me your results from the front page? That way I can find out what would be the best upgrade path for you. I don't go back to work for 2 weeks so I don't mind using some of my spare time to help you.

That's exactly what I mean by waste. This way, he'll end up spending way more than 400 €.

His PC is listed somewhere on the first page, search for "Sempron". Upgrading is really out of the question.

One possible positive thing is that, because it's a supposedly poorer country, hardware might be cheaper. Could you list some prices of the stuff you have picked out so far.

What fuzzy said.

But if you really, really, really what it right now that you cant wait....

This:

AMD Phenom II X4 965 - 3.4 Ghz AM3 Black Edition
:notice: http://www.amazon.co.uk/gp/product/...act_title_5?ie=UTF8&psc=1&smid=A3P5ROKL5A1OLE

Or this:
AMD Phenom II X4 955 Black Edition
:notice: http://www.amazon.co.uk/AMD-Phenom-...15?s=computers&ie=UTF8&qid=1359465783&sr=1-15

Whatever is cheaper in your country.

This mobo:

Asus M5A78L-M/USB3 Motherboard (Socket AM3+, Up to 16GB DDR3, USB 3.0, uATX)
:notice: http://www.amazon.co.uk/gp/product/...act_title_4?ie=UTF8&psc=1&smid=A3P5ROKL5A1OLE

n' That (no need for 8gb of ram 4 is just enogh, but if you can get 8gb of ram for pritty much same price by all means go for it):

Corsair XMS3 4GB (2 x 2GB) DDR3 SDRAM Memory

This too:

WD Caviar Green 500GB SATA III 6 GB/s
:notice: http://www.amazon.co.uk/gp/product/...act_title_2?ie=UTF8&psc=1&smid=A3P5ROKL5A1OLE

6670 GDDR5 will beat 630gt GDDR3:

Asus AMD Radeon HD 6670 Graphics Card (1GB, PCI-Express, GDDR5, Dust-proof Fan)
:notice: http://www.amazon.co.uk/gp/product/...act_title_1?ie=UTF8&psc=1&smid=A3P5ROKL5A1OLE

Total: £245.43 / 287.33 Euro

Your left with 12.67€ hopefully you can add a bit more for a case (I know spirepower cases with psu are pritty cheap i had one, not to shabby for really low budget)

With that mobo you can always upgrade to something more in life. With that being said this build wont run BF3 maxed out 1920x1080. You will probobly have to lower some settings to medium or low, sorry but 300€ is just not enogh for everything maxed out.

Not really, higher technology is acctually more expensive in poorer countries. For example where i live computer parts are 20-30%
more expensive than that in US. Back in the day when GTX 460 was popular in US it was around 170$ here it was 200-220$
Computer parts that were latest thing in US a two years ago and have lowered prices in poorer countries is still considered top end and still have the same prices.

If it takes 2 years to save up 300 euros, he'll have to wait another 2 years until he can afford a gaming pc and like he said, he'd spend it before that. So his best option is to upgrade what he can now as he's basically asking for us to help build him a pc with reasonable gaming quality for the 300euros. First off he'll need a new motherboard and processor, possibly power supply.

Motherboard, Processor and Ram
http://www.amazon.co.uk/Bulldozer-F...1_3?s=computers&ie=UTF8&qid=1359468232&sr=1-3

That is being sold new from £172/201euros

Power Supply
http://www.amazon.co.uk/Thermaltake...1_5?s=computers&ie=UTF8&qid=1359468512&sr=1-5

That is being sold new from £44/52euros

Hard Drive
http://www.amazon.co.uk/Caviar-320G...1_2?s=computers&ie=UTF8&qid=1359469242&sr=1-2

This to take advantage of the motherboards SATA 3. Which is being sold new for £40/46euros.

So for £256/299euros he can have a the start of a gaming PC (PSU, MOBO, CPU, RAM, that is within budget that can play the games he wants.

Please bare in mind that this does not take in account of Postage costs, and that you may need to still buy a new case and a more powerful powersupply (although I doubt this that you will need to) and a heatsink and/or a fan to cool your CPU. You will also need to buy a new graphics card sooner or later. But really all you need now is a new graphics card.

I didn't put one in as i didn't know if he needed a PSU or not, if his computer is 8 years old, i can't imagine it's PSU being able to run your build :)
