Well, how would a player with lower strength be able to burn the other players ki faster in the first place? I don't really get how someone could force you to burn ki, technically it's the same thing as a struggle. The person struggle's against your hold, cuasing you to burn your ki to struggle back, that's the same thing, just minus the struggle bar to show it visually.
The reason I suggest a struggle is becuase It's already coded and the team knows how to do it, why make a new system when there is a system out there that works just fine. Also, the struggle wouldn't be unfair if the submission/hold burns ki up fast for the person executing it. The victim should have an advantage in the struggle ki-wise, however if a player is much stronger, they should be able to hold them as long as they want. It might sound unfair, but you have to get them from behind. face it, If you're playing a decent player, it's hard to catch them from behind, unless they aren't watching.
Even if you do pull it off, like i said above, it burns your ki fast, so you shouldn't be able to hold them longer than 10 seconds ( that's just an example, placeholder if you will). You're just as vulnerable as the person that you're holding, only thing that is in favor of the attacker is that the victim slowly loses Hp (and if you don't like that, take it out and make it a tactical attack to use for teamplay).
I'm sure the team could fix up all of the details, but a very good idea in general. There are hundreds of ways you could impliment it, and everyone will have their own opinion, this was mine.
