My last attempt of a nebulae wasn't well received, so I decided to go back to the drawing board. I still used a cloud and difference cloud filter since that's practically the only way to make a nebulae without having to draw it with brushes.

Here's another variation:
I added more difference cloud filters to give it a more colorful appearance.
