The solution is simple bud
Modem users should type in RATE 2500 - 4000 for 28 to 56k
You need to keep adjusting this for optimum performance. This setting prevents lag, in exchange for performance.
You also may want to change your MTU settings in the registry, this helped me a lot. Go to microsofts home website for more information. If your MTU is to high, you will lag like a *****.
Ive played for years on a 28k connection, and never had problems. Just do this and it should work fine. Also make sure you have current drivers and all security updates on your computer, that generally helps.
I hope you read this, it would be sad to see you suffer. But i wont blame you for being a fool and making yourself look stupid.
**edit** If your internet connection sucks then type cl_nodelta 1 in console, it should even your ping out in half-life. It keeps your ping consistent, but your ping will jump a bit to make your connection more stable. I also suggest doing a ping test in DOS and seeing if its your modem or something like that.
